In a groundbreaking move, Saudi Arabia is set to become a major player in the global music industry, with the establishment of the Saudi Music Commission at the forefront of this transformative endeavor. Speaking at the 2023 All That Matters (ATM) conference in Singapore, CEO of the Saudi Music Commission, Paul Pacifico, unveiled the Commission’s mission to “unleash the creative and commercial potential of music in Saudi Arabia.“
This initiative marks a significant shift for the Kingdom, which until five years ago, had prohibited music entirely. Now, public performances are not only permitted but encouraged, as Saudi Arabia strives to build a thriving music segment.
The Kingdom’s investments in music have been substantial, with a focus on promoting musicians in the region and creating an ecosystem that nurtures their growth. Saudi Arabia, a key player in the rapidly expanding MENA region, witnessed a 23.8% growth in recorded music revenue in 2022, making it a focal point for the global music industry.
One of the most notable investments includes over $64 billion allocated to the live music industry, following the hosting of one of the world’s largest raves near Riyadh in 2022. Young Saudi musicians, who previously had limited opportunities, now envision a future in the music industry, potentially driving the demand for more performance venues and musical resources.

In a bid to develop this emerging industry, Saudi Arabia plans to train thousands of music teachers and introduce music education as early as kindergarten. This commitment aligns with Crown Prince Muhammad bin Salman’s Vision 2030 plan to diversify the Kingdom’s economy beyond oil, placing creativity, youth, and women at its core.
